As an officer with the Mytown Juvenile Bureau, you have noted some inconsistent handling of juvenile offenders that has caused the juvenile court authorities to worry about youngsters not receiving due process when taken into police custody. You call together a group, including citizens and youths, to rectify the situation by making a statement of need for juveniles and the ultimate purpose in their apprehension. Based on that group discussion, establish a policy to standardize procedures for handling juveniles.
