I’m working on a communications question and need an explanation and answer to help me learn.
In recent history, we have seen how poorly situated New Orleans is in relation to its environment. Hurricane Katrina was a perfect example of this, but there have been others. Why is New Orleans located where it is now? Was New Orleans always as vulnerable to natural disasters as we know it is now? If not, why not: What happened to make it more vulnerable? If so, what can we learn from the way New Orleans is located and managed that can be applied in other disaster-prone areas of the world?
