While not exclusive, the Memorandum should address the following:

1. Discuss sustainable design, infill (“greyfield”) development, and New Urbanism?
2. What are the unique challenges and benefits associated with infill development? Discuss at length, EACH perspectives of the development process, including (i) planning/design, (ii) financing, (iii) permitting, (iv) marketing and (iv) construction. Consider potential trade-offs between financial returns and environmental and social benefits.
3. Applying the principles and conclusion you have established in the above analysis, discuss the specific situation in which Perry and Rose find themselves.
4. What is the best strategy for the retail space? Why? Which offers the investor the best return on a risk-adjusted basis? Apply analysis and conclusions of infill and green construction. Consider qualitative and quantitative issues related to (i) the profitability of the land (i.e. TIF credits, value per square footage, lease rates, and options 1, 2, 3) (ii) the community and character of project, and (iii) the design of the project.
5. Regarding trade-offs between master planning and free market growth, discuss the role of the developer in shaping versus responding to the market demand. Is there anything inherently better (or worse) in a master planned community?
