In this class, we have learned about stakeholder analysis techniques to assess and identify stakeholders for a topic and participatory process. In community and public processes, many of these stakeholders are common, such as local residents, the business community, partner public agencies, and the like.

As you reflect on the City of San Diego Housing Element, identify five stakeholder groups that you believe or assume are probably not normally involved or are difficult to engage in a participatory process for a housing element. For each stakeholder group, explain in 2-to-4 sentences:

  • why you believe the group is probably not normally involved or difficult to engage;
  • any supporting organizations that could help to bring them into the participatory process; and
  • a key message that you think would encourage that stakeholder group to be involved.
