In this paper, imagine you are a new staffer of an elected official of the U.S. House of Representatives or the U.S. Senate who has the technology and/or telecommunications portfolio. You are tasked with drafting a proposal for legislation that will help lessen the harms of algorithmic bias and artificial intelligence on marginalized communities. Please write this paper in 750-950 words:
Answer the following questions:
- This elected official you choose must sit on the House’s Energy and Commerce, House Judiciary, Senate Commerce, or Senate Judiciary Committee. Visit those websites and choose ONE elected official.
- Identify what elected official you would work for and what district (if there is a Member of the U.S. House of Representatives) OR state (if they are a U.S. Senator) they represent.
- Identify ALL of their committee assignments (What committees are they on? Ex: House Education and Labor, House Energy and Commerce, House, House Ways and Means, etc)
- Why have you chosen to work for this elected official and what types of values do they represent that align with your values?
- CITE an example of their work (legislation introduced, quote in a media outlet, etc) that best describes your alignment.
- What types of technology-related legislation (ex: antitrust, disinformation, misinformation, STEM diversity, media ownership, artificial intelligence, etc.) have they introduced in the past two Congressional sessions (this may not be applicable if it is a newer Member)? Use the “Member Search” function on Congress.Gov as a tool to quickly summarize the tech-related legislation. There may be some Members who haven’t introduced any technology-related legislation. If that’s the case, please note that in your paper.
- Describe what algorithms and artificial intelligence are and how they can impact various aspects of our lives.
- CITE (provide reference) at least one source to describe the impact of algorithms and artificial intelligence.
- CITE (provide references) at least two sources that describe the harms of algorithmic bias and artificial intelligence in at least one issue area. This could be related to the spread of disinformation, the ways algorithms are used in healthcare, the use of AI in housing, the use of AI in employment, the use of AI in the criminal justice system, etc.
- Describe what your legislation will do to lessen the harms of algorithmic bias and artificial intelligence in the issue area you chose.
- There is no need to describe specific legislation language (the legalise language bills are written). I just need a description of the legislation as if you were speaking to a layperson or the media.
