I’m working on a international law writing question and need an explanation and answer to help me learn.

Ebola, Monkey Pox, Bird Flu, COVID, and other diseases/viruses are those that began in one country and quickly spread to others. Under what circumstances should states where these originated be held liable for the spread to and resulting deaths in other countries.  

There is no one correct answer but the question is asking to apply state responsibility principles to a contemporary problem.
