Vulnerable populations include populations that are ‘at risk’ and have struggles related to a problem that is systemic. Teen parents can be considered ‘at risk’ due to barriers that may exist relative to health and/or resources to assist with combating any potential limitations. Persons diagnosed with HIV/STDs can be considered at-risk and are vulnerable as well due to the availability of healthcare and/or other social, economic, or political resources being able to assist towards relieving the issue. In sum, vulnerable populations are groups and communities at a higher risk of experiencing barriers and limitations.
