Howard Maryland General Assembly Passed a Law Against Cyber Bully Discussion

In 2013, To Maryland General Assembly passed a law against cyber-bully.  Coined “Gracie’s Law.”  the legislation was passed after 15-year-old Grace McComas; a Glenelg High School Sophomore, who killed herself after she was the victim of repeated cyber-bullying.  

The statute reads in part:

A person may not use an interactive computer service to maliciously engage in a course of conduct that inflicts serious emotional distress on a minor or places a minor in reasonable fear of death or serious bodily injury with the intent:
     (i) to kill, injure, harass, or cause serious emotional distress to the minor; or
     (ii) to place the minor in reasonable fear of death or serious bodily injury.

In your opinion, can the law adequately address the cyper-bullying and thereby protect minors (persons under 18 years of age.)
