Georgetown University Countering Possible Terrorist Attack Analysis

Consider yourself as the agent in charge of the FBI New York field office. Prepare an extensive and comprehensive counterterrorism and intelligence plan to thwart possible threats stemming from the ISIS video. Imagine yourself being asked by the National Security Adviser to the President of the United States to provide a brief on this issue.

Please include the following topics in your paper:

Analyze the video and describe the threats.

Compare and reference to past and recent attacks in the U.S. or around the world.

Assess the threat level and possibility of such an attack. At this stage, after your analyses, please consider the threat as critical.

Provide a roadmap for your plan

Who are you going to cooperate with; interagency and international intelligence/CT interactions and cooperation activities?

What are possible intelligence and counterterrorism measures to interrupt such an attack?

• What are your plans for specific intelligence and CT activities for this possible threat?
• Are there any known suspects for such an attack?
• Consider the worst scenario! You don’t have any reliable intelligence. What would you do to prevent such an attack?
• Consider you reached to two different cells and provide a plan for an operation targeting these cells.
• How are you going to mobilize the NYPD and work with other Law Enforcement agencies during this threat? Other agencies?
• Provide possible alternatives to your plan?
• Consider public communication and announcements.
• Explain and defend your threat management plan. How long will the operations last? How much time can you keep your force on high alert by expecting the execution of an attack?
