Are they simply inspired or influenced individuals or are they instructed by terrorist organizations? How can you define sleeper cells? What are the possible ways to stop an initiated suicide attack? Please discuss the Hamza Bin Laden video. What advice does he provide for the attackers in the West?

Part 2. Write a 2 page answering each question below clearly using the references document.

Consider yourself as the ISIS emir in charge of foreign attacks. establish an ISIS cell in Washington DC (please refer to the AQ training manual for the selection of the cell house) and assign a specific attack plan by following the attack-planning cycle. After composing the detailed plan and considerations; consider yourself as the agent in charge of the FBI WFO and discuss possible intelligence- and counterterrorism measures to interrupt this plan. For your attack type, please consider and analyze the following questions:

1. What is the next threat and attack type?
2. What kind of new tactics can terrorists facilitate based on your analysis of ISIS and its activities around the globe?
3. What are the signals for new types of threats? (For example, we saw the truck attacks in Europe, and then we started to have similar attacks in the U.S. How do distant examples assist us recognizing a modus operandi emerging somewhere else and highly applicable in your jurisdictions?)
