After reading through the chapters on Decision Framing, you are going to conduct a frame analysis of the idea of government paying for college.  Do some background reading on the topic with the following:

Part A: Summarize the issue

Part B: Conduct a frame analysis as outlined in this weeks readings Winning Decisions – Russo Ch 2 pages 7-8 (Frame Analysis Audit) & Ch 3 Page 4 (How effective are your frames) .  The readings are found in the weekly class pages. Make sure to address the following questions:

1. What is the frame that is used in the articles on free college education?
2. What are the boundaries on this issue? 
3. What is left out of the frame?
4. What are the measure of success used?
5. How do people think about this topic? What metaphors are used?
6. Why do they use those metaphors?
7. What is emphasized in this topic by the frame?
8. What is minimized?
9. Are their competing frames on this topic? What are they?
10. Reflect on the frame audit  as a tool for understanding a topic.
