General duty clause can be used on a construction site when the site doesn’t have federal regulation signs and safety signs that indicate warnings like safety warning on ladders and mobile elevated platforms. By law ladders and MEWP equipments are required to have signage. Many companies who maufacture ladders and MEWP equipment apply safety and warning stickers on the equipment. Although these are generally inspected through the manufacturer inspection is something all workers must do before using a ladder or operating a MEWP and documenting before use.
