You are Chief of Watchamacallit Fire  Protection District. You have an annual operational budget of $27  million, and annual expenditures are 97% of your operational budget. Due  to increased fires in the area between Bad-Neighborhood Parkway and Get  the Heck Out of Here Street, your expansion committee and local  government request you build a new fire station in the area. The  estimated cost of the fire station is just over $2 million. At the same  time, you are understaffed by 20 fire fighters, resulting in certain  companies running with only 2 people on an engine. The estimated cost of  hiring, and promoting to balance the staff is $950,000. The public is  up in arms over the recent string of house fires and is demanding  action.
